As Group CIO, Aidan is an inspirational digital leader with a track record in successfully identifying and agilely delivering new digital capabilities which create and enhance business value – from ensuring consistent and controlled foundational IT services to transformation at scale (e.g. AI, IoT, blockchain), while ensuring cyber security is continuously enhanced across all activities. Experienced in organisational change and management of large multi-level distributed teams across multiple cultures, he has held senior management and technology positions, including twelve years with BP in a range of roles from Chief Network Architect to CIO for the Middle East, and in the past 8 years he has been privileged to spend time in Iran, Oman, Kuwait and the UAE, and cumulatively over a year in Iraq alone.
Born and raised in Cornwall, Aidan enjoys spending as much time as possible outdoors, and is an avid beekeeper.
Alex Hynes was appointed Managing Director of the ScotRail Alliance on 1st June 2017. On 24th June 2019, Alex was appointed to the broader role of Managing Director, Scotland’s Railway following further operational devolution to Scotland and will lead the delivery of Scotland’s Railway through the ScotRail Alliance, a unique and industry-leading partnership between Abellio ScotRail and Network Rail Scotland.
Before joining Scotland’s Railway, Alex was Managing Director of the Northern franchise for three and a half years where he successfully delivered their best ever customer satisfaction scores as well as record levels of employee engagement.
An experienced transport professional, Alex has over 20 years of industry experience and a proven track record of delivering rail improvement and investment programmes.
Having spent his early career as a consultant for Halcrow Fox, Alex worked with the Office of Rail Regulation before joining the Go-Ahead Group in 2005 as Strategic Planning Manager and, in 2007, as Commercial Director at London Midland, and finally, as Managing Director – Rail Development.
Alex is a member of the Institution of Railway Operators and the Scotland Advisory Board at Business in the Community, as well as a Fellow of the Chartered Institute of Logistics and Transport.
He lives in Edinburgh and commutes (by train) to Glasgow.
Ali joined RSSB in February 2019 as Director of Systems Safety and Health. Ali is a Chartered Engineer, with 30 years' railway systems and engineering experience encompassing risk analysis, design, project management, safety approvals and safety decision-making. In his previous roles, Ali was the Systems Assurance Manager for the BACS Consortium (CWJV-Bechtel and Siemens) on Lines 1 and 2 of Riyadh Metro. Before this, he regulated railway projects in Dubai and the UAE for six light and heavy rail systems. Ali implemented effective arrangements for how duty holders (railway undertakings, infrastructure owners and managers) managed their railway system operations and maintenance risks, working closely with the Federal Transport Authority, supported by the UK Office of Rail and Road and the French regulator (STRMTG). He developed, implemented and enforced regulations, safety management systems and policy frameworks to help achieve Dubai’s 2030 transportation strategic vision and long-term railway transportation objectives. Ali was awarded the 2003 Athlone-Vanier Fellowship by the Royal Academy of Engineering.
Allan joined Network Rail in 2012 to create the company strategy for transforming safety and wellbeing. He has been at the heart of the company’s shift towards its vision of: Everyone Home Safe Every Day. He is currently leading the company’s work in all aspects of passenger and public safety.
He is vice chair of the cross-industry System Safety Risk Group and chair of the specialist group covering level crossing safety.
His career was originally as a safety regulator with experience in many different industries. In 2000 Allan joined the then HM Railway Inspectorate and moved with the inspectorate to the newly combined safety and economic regulator - the Office of Rail Regulation - becoming HM Deputy Chief Inspector.
His rail experience spans all aspects of the British industry including infrastructure management, operators, major projects, light rail and the heritage sector, as well as work with oversees regulators and railway companies. But he also draws on his experience with many other industries, including his roots in agriculture
Andrew Haines was appointed as Chief Executive and Board member of Network Rail in August 2018.
Prior to this, he served as Chief Executive of the Civil Aviation Authority following a wide-ranging career in the rail industry, which included roles as Managing Director of South West Trains, and Managing Director of the Rail Division for First Group plc.
Andy Savage is the Executive Director of the Trust, which he joined at the start of 2010. Prior to that he was Deputy Chief Inspector of the Rail Accident Investigation Branch of the Department for Transport, following a long career in railway civil engineering and, more recently, contractor safety. Andy has a long involvement in railway heritage, and in the building aspects of it, with a particular involvement in the Ffestiniog and Welsh Highland Railways. Andy is a Fellow of the Institution of Civil Engineers, the Chartered Institute of Logistics and Transport, the Institution of Railway Operators and the Permanent Way Institution (of which he was President from 2006 to 2008). He is also a Chartered Member of the Institute of Occupational Safety and Health.
As Group Director of Transformation for Network Rail, Becky Lumlock is leading the ‘Putting Passengers First’ programme. This work is central to transforming the business into one that is on the side of passengers and freight users, and easier to do business with.
Becky joined Network Rail in 2017 as the Route Managing Director on the Wessex Route, one the busiest and most congested parts of the UK’s railway network, with almost a quarter of a billion passenger journeys every year. The route includes London Waterloo, the country’s busiest railway station, and Clapham Junction, the busiest interchange station in Europe.
Prior to joining Network Rail, Becky was Managing Director of Dragon LNG, a joint venture between Shell and Petronas, which is one of the major natural gas import terminals in the UK. Becky has over 20 years’ experience working in the energy industry, living and working internationally on four continents, delivering major infrastructure projects and managing complex oil and gas operations for BG Group and Shell.
Bill is Director of Rail at Transport Scotland. He joined Transport Scotland to establish its new rail team, following the devolution of rail powers to the Scottish Parliament in 2005.
Bill has more than thirty years of experience of the passenger and freight transport industry, working in British Rail, the privatised rail industry, and as Director of Project Sponsorship at the Strategic Rail Authority prior to joining Transport Scotland.
His career has included front line production management; rail freight business development; policy and strategy development; management of franchise contracts; and major rail project sponsorship including new railways, rolling stock and service developments.
Bill is a Fellow of the Institution of Mechanical Engineers and recently served as Chairman of its Railway Division.
Caroline Murdoch is Group Communications Director of Network Rail, the organisation that owns, runs and develops Britain’s railway infrastructure, moving 4.6 million passengers safely every day. Her focus in this role is to deliver a step change in Network Rail’s approach towards its customers and ensure Network Rail plays a key role in rebuilding trust in the rail industry by working in partnership with the myriad of organisations in the industry. Prior to this role Caroline spent 15 years in law enforcement, including roles as Director of Corporate Affairs for the National Crime Agency, and Chief of Staff to the Commissioner of the Metropolitan Police. Caroline has over 20 years’ experience in communications, public affairs, crisis management, strategy, marketing and internal communications within both the public and private sectors.
Catherine Folca is a stakeholder manager at Transport Focus. She works with train operating companies to translate Transport Focus’s insights into real improvements for transport users. She represents passengers’ interests on the Network Rail Supervisory Boards for Anglia and Chiltern routes. Prior to working in rail, she worked with Highways England, representing road users’ interests with a particular focus on disabled road users.
Catherine holds a master’s in political science from the London School of Economics. Prior to working in the transport sector, she worked in the field of international politics and spent some time living and working in Kosovo.
Clive currently works for Network Rail as Commercial & Procurement Director in Route Services. His role encompasses category management, sourcing, supplier management and procurement operations for goods, works and services across the organisation. Prior to his current role, Clive was Director of Business Planning & Strategy leading the Network Rail submission of the CP6 Strategic Business Plan.
Until his appointment at Network Rail, Clive worked in the Sports Event Management and IT industries where he held various commercial, strategy and management roles.
Clive has a 1st Class honours degree from the University of Warwick and an International Masters.
Originally qualified as an Quantity Surveyor, over the last 25 years Dal has been involved in many high profile Railway projects such as West Coast and Cross Country Route Modernisations in both a Commercial and Project Delivery capacity, as well being recognised for mobilising and leading successful Alliances within Network Rail.
In addition to his Master’s Degree in Construction Project Management, Dal is both a Chartered Surveyor and Chartered Engineer, his experience spans from programme, commercial and procurement leadership, holding many senior roles such as Project Director, Alliance Director, Commercial Director and more recently as Procurement and Supply Chain Director overseeing the £20bn capital delivery procurement programme for control period 6.
Dal has been accepted as a Fellow of three institutions the Royal Institution of Chartered Surveyors (RICS), Institution of Civil Engineers (ICE) and Chartered institute of Civil Engineering Surveyors (CInstCES).
Out of work Dal’s interests include Liverpool FC, keeping fit and a busy family life.
Darren Caplan joined RIA as Chief Executive in January 2017. Since then he has led the RIA team, with a mission to promote a bigger and better rail supply sector, increase RIA’s visibility amongst political and stakeholder decision makers and influencers, and ensure RIA develops into the very best trade association it can be for its members.
In 2019, RIA won the Association Excellence ‘Trade Body of the Year; and in 2018 and in 2019, RIA won the Trade Association Forum’s Conference of the Year two years in a row for its Innovation and Annual Conferences respectively.
Prior to RIA, Darren was for six years Chief Executive of the Airport Operators Association (AOA), the trade association for UK airports and the sector’s suppliers, where he led award-winning campaigns targeting airport sector growth and fairer levels of aviation tax. In 2016 he won the Trade Association Forum’s ‘Association Leadership’ Award.
Before the AOA, Darren worked for 14 years in communications, politics and public affairs across a number of sectors, including infrastructure, planning and technology.

Denise has over 12 years of experience in the Rail industry working across a wide range of disciplines including Commercial, Finance, Human Resources, Transformation and Executive support to the CEO. In November 2019, Denise was appointed as Commercial and Business Development Director for the North West and Central region, prior to that, she worked as Director, Transformation Delivery, delivering the 100 Day review and establishing the Putting Passengers First programme. She is passionate about the Britain’s railway and delivering a high performing service for society and the economies they serve.
Elaine became Rail Forum General Manager at the beginning of 2016 having joined us from the National Skills Academy for Rail. She took up the new position of CEO in March 2019.
A Chartered Engineer, Elaine spent a number of years in the chemical industry before joining the power sector immediately post privatisation. As a senior member of the Ratcliffe on Soar management team Elaine was involved in major change programmes followed by heading up Powergen’s commercial training business. She then spent 20 years in training and skills including as Managing Director of a leading SME training provider growing the business from £1m to over £7m turnover. Elaine leads the RFM team and is responsible for our strategy, delivery of the rail sector deal initiatives and ensuring we are supporting our members across our range of activities.
Emma has worked in the railway industry, mainly at Network Rail, for 22 years, in a variety of roles and locations around the country and including a year working in the rail industry supply chain for a structures framework contractor in the early 2000’s. Emma’s key leadership roles have included managing the commercial relationships with train & freight operators; planning and delivering safe and successful access & logistics for major engineering works; heading up the fourth biggest road fleet in the UK; and more recently, managing a major transformation programme and now taking a director role in a £7bn turnover procurement department - category management director for Network Rail Commercial & Procurement.
Eoin has over 20 years’ experience in the rail industry and has undertaken a variety of roles across Network Rail including Engineering, Property, Infrastructure Maintenance, Contracts and Procurement.
As Commercial Director for Infrastructure Projects (IP) Track, Eoin led the retendering and implementation of the Control Period 5 Plain Line and S&C Contracts. He also acted as the Transition Director for the insourcing of the High Output Track renewals contract.
A move to IP Central to broaden his commercial experience in the business saw Eoin take on the remit of Deputy Regional Director. This provided him with the scope to further his passions for people development, customer focus and continuous improvement.
Following devolution of Network Rail’s route business, Eoin was appointed as Regional Director for Capital Delivery leading on projects to support the three new routes which make up the North West and Central Region.
Originally qualified as an electronics engineer, Huw has held many Board and senior roles throughout the Defence sector including the Company’s Chief Engineer role in Marconi Radar and Defence Systems, Supply Chain Director in BAE Systems (Submarines) and the Programmes, Development and Planning Director at BAE Systems (Marine Sector).
In addition to his Master’s Degree in Business Leadership, his experience spans from programme leadership of leading edge safety critical systems design and delivery in Land, Sea and Air environments, including nuclear submarine/weapon systems, global supply Chain and key account management, through to business improvement programmes across global companies.
Huw is currently the Managing Director, Infrastructure Projects at Network Rail and has been working at the Company for nine years having led Programme Management, Programme Controls, Planning and Systems Engineering in the past.
Huw is a Fellow of the Association for Project Management, Network Rail’s Major Project Association representative and is a member of the British Standards Programme Management Committee.

Jeremy Westlake, CFO of Network Rail, leads seven key functions within the business: Group Finance, Planning and Regulation, Internal Audit and Risk, Legal & Corporate Services, Corporate Finance, Corporate Commercial and Centre of Excellence (CoE) for Capital Delivery. The functions form the CFO Directorate and deliver a variety of leadership, governance, and service roles
Prior to Network Rail, Jeremy was formerly senior vice president for finance at Alstom Transport in France, responsible for investor management, financial performance and control, and project finance. Previously he spent 14 years at Rolls-Royce in a range of senior finance and supply chain roles in the UK and the United States. Jeremy is a fellow of the Institute of Chartered Accountants in England and Wales and has a master’s in manufacturing from University of Cambridge.
RIA is delighted to announce that Kate Jennings has joined as Policy Director today (2 March 2020). Kate has been the DfT’s Head of Rail Strategy Projects Division from October 2016 to November 2019, supporting rail strategy development, including the Transport Secretary’s ‘Strategic Vision for Rail’, and rail policy, including devolution, investment, workforce, freight, and engagement with industry clients like Network Rail and the Rail Delivery Group. From December 2019 to February 2020, Kate worked on the development of transport policy for EU exit.
Kate has had an extensive career in the civil service, which began in the Foreign & Commonwealth Office, including a posting to Beijing working on the handover of Hong Kong. And she has subsequently worked in the Cabinet Office on the Better Regulation agenda, leading the secretariat for a PM-chaired committee which challenged Government to ensure regulation minimised costs on business. More recent roles in the DfT prior to rail include working with Ministers on EU and international negotiations and trade visits, and airport and airspace policy.
Ken Blackley is a Commercial Director in the Route Services Commercial & Procurement team within Network Rail. He is Network Rails SME Champion, accountable for meeting the Government target of 33% spend with SMEs by 2022 (quite a challenge when the annual spend is circa £7.4bn), represents Network Rail on the RSSB RISQS Committee and is Network Rails representative on the Rail Sector Deal on both the ‘sustainability’ and ‘exports and inward investment’ pillars. Since joining Network Rail in 1994 as a Chartered Quantity Surveyor, Ken has held several senior positions.
With over 20 years’ experience in the construction industry, Kris joined the rail industry in 2003 and has significant commercial experience having worked on some of Scotland’s major rail enhancements including the Edinburgh to Glasgow Improvement Programme, Airdrie to Bathgate, Borders Railway, Stirling Dunblane Alloa and the Aberdeen to Inverness enhancement scheme. Previous roles at Jarvis, Balfour Beatty and Siemens have given Kris a broad delivery experience across a range of complex track, signalling, electrification and civil engineering projects.
Currently Capital Delivery Director for Scotland’s Railway, Kris is leading on developing and delivering a circa £2bn portfolio in C6. His focus on industry wide collaboration will bring Scotland’s Railway closer to the supply chain to drive a more efficient, sustainable and collaborative approach to delivering renewal and enhancements schemes across Scotland.
Liz Zukowski – Chartered Fellow of the CIPD Liz is HR Director for Route Services function within Network Rail. She has spent her career working in a number of different roles in Human Resources as a HR generalist managing teams to deliver business strategies covering recruitment, organisational development and change management, talent management and succession planning. Her wealth of HR experience has been gained in a variety of sectors including, international engineering consultancy, transport, professional services and retail. Liz is presently working in Network Rail and accountable for setting a stretching people agenda across multiple of service functions to support the modernisation of the business and introduction of technological advances and continuous improvement.
Mark, born in London and raised in Hampshire, is a career railwayman and operator, joining the industry in 1986 as a British Rail apprentice.
Gaining extensive experience from various London and South East roles in control rooms, operations management, performance management and strategic development before moving to Wales to become the area general manager in 2005. In 2010, he became interim Western route director before being announced as Wales route managing director (RMD) in June 2011. In September 2015, Mark took over as route managing director, Western.
Mark was appointed managing director for Wales and Western when it was created in June 2019 as part of Network Rail’s ‘Putting Passengers First’ programme.
The creation of Wales and Western brings together more than 5,000 colleagues who operate, maintain and enhance 2,700 miles of railway. Working as one team, their focus is to provide better services for the 122 million passengers journeys made across Wales and Western every year.
Wales and Western continues to build on our strong partnerships working with Great Western Railway, Transport for Wales, CrossCountry, West Midlands Railway, DB Cargo and Freightliner.
Mark is an honorary Fellow of the Royal Institution of Chartered Surveyors, a Fellow and board mem- ber of the Institute of Railway Operators, a trustee director of the Network Rail Career Average Reval- ued Earnings (CARE) and Network Rail Defined Contributions (NRDC) pension schemes and is the chair of the Network Rail National Operations Council.
He enjoys long-distance hill walking, medium-distance running, property renovation and antiques col- lecting with a particular fondness for the Art Deco period
Martin Frobisher is responsible for the safety, technical and engineering functions. This includes a varied mix of technical issues ranging from biodiversity to track engineering. The team sets policy and technical standards and provides assurance to confirm that standards are being delivered.
Prior to taking up his current role Martin was route managing director for the London North Western Route, responsible for railway operations and infrastructure maintenance - this included the railways linking London to Birmingham, and the North West. It’s an interesting mix of very different railways, including the Merseyrail underground, urban centres, the high speed West Coast line and some very rural lines.
Martin has 20 years experience in a variety of safety, operational and maintenance roles. Prior to joining the railway Martin worked in the chemical industry, at ICI Polyurethanes.
Martin is married with two daughters. His hobbies are running and Sunday school teaching
Matthew joined GWR in 2007 as Projects Director, after a spell as Bid Director for FirstGroup's Rail Division. He was appointed as the Commercial Development Director in 2015, taking on the role of Deputy MD as well in 2017.
During this time, he has led negotiations with the DfT on our last two franchise agreements and has been responsible for securing agreements with the DfT, local authorities, local enterprise partnerships and others that have enabled us to enhance services and routes, increase train capacity, open new stations and improve facilities such as depots, stations, car parks and transport interchanges.
In 2020, Matthew became Interim Managing Director.
Skills and experience
Mike has worked across the development, construction and services sectors. He has over 25 years' experience at senior management level.
Mike was president and chief executive officer of Skanska UK plc from October 2009 until May 2017. Prior to this, he was executive vice-president and director of Skanska UK plc and was responsible for leading the infrastructure and then the building and construction businesses. He was also involved as a non-executive director on several of the international Skanska businesses.
Throughout Mike’s career, he has been closely involved with the successful delivery of high-profile projects and programmes.
Mike is a Chartered Engineer and a fellow of both the Institution of Civil Engineers and Royal Institution of Chartered Surveyors.

Skills and experience
Pauline started her career in manufacturing becoming HR Director for Kimberly Clark European divisions before moving into service industry as Gatwick Airport HR Director. She later joined the financial service sector delivering the largest-ever insurance change programme within Aviva. After being Group HRD Post Office, Pauline became HR VP for the global loss-adjusting firm Crawford & Co. Here she also established an in-house organisational transformation consultancy division which she then grew further as an independent entity. Her focus has been on how to create the most enabling environment for people to thrive and deliver their best work. She believes that facilitating people to work together to improve performance across the organisational and industry system of work is also the best way to deliver superior results for its customers.
She is a non-executive director of Cambridge Building Society.
Human Resources provides support services to all the regions and network support functions. Pauline is responsible for the design and delivery of the people strategy as well as associated services.
Richard took up the role of Managing Director of Grand Central in 2012 having previously been Managing Director of DB Regio Tyne and Wear who operated Metro trains and stations on behalf of Nexus.
Richard is an engineer by trade having joined the railway industry as an Engineering Management Trainee in 1982 allowing him to follow a varied career maintaining rolling stock, specifying and procuring new fleets across a number of London commuter routes be moving to York as Production Director for GNER.
On the way, Richard has lead Franchise Bidding projects, acted as the Operators’ representative on the DfT’s Intercity Express Project and been Personal Assistant to the British Railway’s Board Chair in 1993/4.
In 2017/18 Richard was Chair of the Institution of Mechanical Engineering’s Railway Division.
Supply Chain Operations Director, Network Rail Rob has extensive experience in supply chain, procurement and transformation for both major public and private sector organisations. His previous roles include Managing Director Supply Chain and CPO at Centrica, Chairman of British Gas Finance, Partner at Logica Consulting and Operations Director at Arcadia. He specialises in rebuilding underperforming supply chains. In his present role, he leads a team which is focused on releasing the potential of arguably the most complicated supply chain in the country.
Roger Maybury is the current Network Rail Route Services Commercial & Procurement Supplier Management Director, managing the team which both looks after Network Rail’s most strategic supplier relationships and which defines supplier management policy and procedures Network Rail wide. Prior to joining Network Rail, Roger worked in supplier management roles in HSBC, Vodafone, Rolls-Royce, The Cabinet Office and John Lewis Partnership. He has also previously been Head of Supplier Management at The Post Office Ltd, BP and Network Rail IT. Roger has a first-class honours degree in Computer Science from Sheffield University and an MBA from Cambridge University.
Sam is a Strategic Commercial Director at Network Rail (Southern Region) where she leads the commercial function creating long term sustainable relationships with our supply chain. Originally qualified as an accountant, Sam has held many senior finance and commercial roles in both the private and public sector including commercial director for both SWT (South West Trains) and Network Rail (Wessex) within the successful deep alliance.
Prior to joining Network Rail Sam spent seven years in the motor industry in a senior European finance role which saw her setting up new companies in many European countries as well as roles within the Ministry of Defence and other private organisations.
Outside of work Sam enjoys spending time with her family, riding her horse and travelling.
Sarah is currently Commercial Director for Network Rail, joining in 2019 having spent the last 12 years in the rail industry, initially in signaling for Westinghouse Rail before spending 8 years at Bombardier working with train operators on their rolling stock maintenance requirements. Prior to rail, Sarah studied Physics at Birmingham University before joining the Rolls Royce aerospace commercial graduate scheme and has since worked in automotive, IT and business process outsourcing before joining the rail industry. She believes that the rail industry is just waking up to the benefits of diverse thinking and that as an industry we need to increase the pressure to drive real change within our lifetime. As chair for Women in Rail for the East Midlands, she helps to attract, support and retain women in the industry and last year launched ‘Never Mind the Gap’ – a cross industry work placement scheme to get more women into rail.
Sir Peter Hendy CBE, Chair, Network Rail and the London Legacy Development Corporation
Sir Peter Hendy has been the Chair of Network Rail since July 2015, and Chair of the London Legacy Development Corporation since July 2017. Sir Peter was previously Commissioner of Transport for London for nearly 10 years. He started his transport career in 1975 as a London Transport graduate trainee. He is a trustee of London’s Transport Museum and of the Science Museum Group. He was knighted in the 2013 New Year's Honours List, having been made CBE in 2006
Stephen is the Commercial Projects Director for Network Rail with accountabilities to strengthening commercial stewardship, benchmarking and supply chain collaboration across the capital works portfolio.
His role also brings a strategic emphasis to cross industry. Collaboration, with responsibility to lead commercial innovation and market engagement through various forums with industry stakeholders, clients, suppliers and professional bodies.
Examples include leading the award winning Commercial Directors’ Forum, representing Network Rail with Build UK, the Institute of Collaborative Working and the Infrastructure Clients Group as well as regular engagement with RIA, CECA, CICES and the RICS Infrastructure Steering Group.
With 21 years of rail experience and over £12bn of major infrastructure works procured and commercially managed under his auspices, he is well versed in commercial dynamics of rail infrastructure delivery.
He is also highly regarded for his collaborative approach to driving industry change through innovation and the promulgation of best practice. Leading examples include the adoption of the rail industry’s Fair Payment Charter, the abolition of retentions, deployment of Dispute Avoidance Panels and the Rail Method of Measurement. In 2018 he led Network Rail’s successful transition from BS11000 to become the first UK client to secure ISO44001, the international accreditation for collaboration.
Stephen is a Fellow of the Royal Institution of Chartered Surveyors and the Chartered Institution of Civil Engineering Surveyors and an active contributor to cross-industry working groups, conferences and publications.
Known for his zeal in the pursuit of progressive commercial techniques and effective partnerships, in 2012 Stephen was identified as one of 14 UK Fair Payment Champions by the National Specialist Contractors Council and in 2015 received the Collaborative Leadership Award from the Institute for Collaborative Working.
Stuart has 37 years rail industry experience having joined British Rail as a sponsored student in 1982. He holds a B.Eng in Civil and Structural Engineering and an MBA in project management. He has extensive rail client project management experience having led teams responsible for projects throughout the UK for British Rail and Railtrack covering electrification, signalling, structures and complex multi-disciplinary works. He moved into the supply chain in 1999 and has worked as a contractor, consultant and manufacturer with responsibility for project work throughout the UK and European mainland railways.
Stuart joined Network Rail in 2016 initially leading the Digital Railway early contractor involvement programme before becoming Interim Managing Director for Group Digital Railway in March 2019. He has a keen interest in supplier and skills development and is a member of the Rail Supply Group Council and a board member of the National Skills Academy for Rail.
Stuart took up the role of Capital Delivery Director for the Wales and Western Region in late 2019. In this role Stuart is a member of the regional executive leadership team with functional responsibility for the management of all renewals and enhancement projects, a portfolio with and annual spend of circa £1Bn.
Susan Cooklin is managing director of Route Services at Network Rail and a member of the Executive Leadership Team reporting into the chief executive.
The Route Services directorate supplies Network Rail’s route businesses with critical services they decide are best provided from a national team. This includes IT services and equipment, training, supply and operation of Network Rail’s rail fleet, materials including rail and ballast, contract management and procurement, and shared services including finance and HR. It comprises around 3,500 employees with an annual operating expenditure of approximately £1bn.
Susan was previously group chief information officer and director of Shared Services at Network Rail leading the company’s 900-strong information technology and shared services unit.
Susan studied economics and accountancy before moving into technology in the financial services sector. She has held senior and executive roles in both information technology and business operations within FTSE top 20 companies in the UK. Before joining Network Rail, she spent seven years at Barclays Banking Group in a variety of executive roles in technology, change and operations.
In May 2012 Susan was the only European shortlisted for The MIT Sloan CIO Symposium 2012 Award for Innovation Leadership. She is listed in the UKtech50 2015 - The most influential people in UK IT, having launched the award-winning Could IT Be You? competition encouraging young women to take up information technology as a career.
Susan has extensive non-executive director and advisory experience, including non-executive director at Leeds Building Society (2014-2017) and chair of Network Rail Consulting (2016-present). Susan’s most recent appointment is non-executive director at Electricity North West (2018-present).
Tim Shoveller is Managing Director of Network Rail’s North West and Central Region. He started this role in June 2019 after moving from Stagecoach, where he was MD of the rail division.
Previously, as MD of South West Trains, Tim led the development of the Alliance working with Network Rail. Earlier in his career, Tim was MD at East Midlands Trains from the start of the franchise in 2007.
He joined Stagecoach from Virgin Trains where, as Business Development Director and previously Operations Director, he played a key role in the success of Virgin West Coast. Earlier career highlights included roles as Operations Director at Midland Mainline, Wessex Trains and senior positions at Eurostar.
Tim has 30 years’ experience in the rail industry, initially joining British Rail as a Guard at Guildford.
He is also a Fellow and Board member of the Institution of Railway Operators and is passionate about developing people and skills within the industry. He is Chairman of the Railway Benefit Fund charity, which supports current and former employees and their families.
